  4. All US Coast Guard uniformed personnel. They include auxiliaries, civilian employees, retirees, and annuitants.
  5. All Army National Guard plus the Air National Guard personnel.
  6. All DoD Officer Candidate programs. These include midshipmen and cadets at the United States Naval Academy, the United States Coast Guard Academy, the United States Military Academy, US Air Force Academy, and the United States Merchant Marine Academy.
  7. US government workers assigned to DoD installations
  8. All Honorably Discharged Veterans
  9. DoD contractors doing US government installations
  10. Employees of Navy Federal Credit Union
  11. Family members. They include spouses, siblings, grandparents, parents, grandchildren, cohabitants, and children.
  12. All DoD serving and retired civilian employees
